A Maryland man has been given a seven-year prison sentence for selling heroin on underground websites. Court documents reveal that 44-year-old Russell Ramseur of Maryland conducted drug sales on the dark web from April 2014 to December 2015. He confessed to operating a vendor account named “Bestman365” on the Pandora and Agora dark web markets. Ramseur managed multiple accounts sharing the same PGP key (‘0x8E8A1347A9E769AE’). During their investigation into Ramseur’s drug trafficking activities, authorities intercepted up to nine packages. Police also discovered $13,000 in cash during a search of a property owned by one of Ramseur’s associates. Ramseur admitted to the police that the seized cash was proceeds from his heroin trafficking.
Investigators estimated that Ramseur distributed between one and three kilograms of heroin over the course of his operation. This estimation was based on reviews from the Bestman365 account and the duration of the drug trafficking scheme. Ramseur acknowledged this estimate, agreeing that it was “reasonably foreseeable” that he had sold between one and three kilograms.
Ramseur pleaded guilty to conspiracy to distribute and possess with intent to distribute at least one kilogram of heroin, as well as possession with intent to distribute. On November 9, 2021, US District Judge George J. Hazel sentenced him to seven years in federal prison, followed by five years of supervised release.
